Dear European Council,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Are there any exceptions made by the EU treaties for the European Space Agency to NOT! complie with the Paris agreements for the 20-20-20.
The European Space Agency at Noordwijk Netherlands (ESTEC) never had any supervision of EED or similar institution, as a person who is very concerned about the planet I think specially the ESA funded by European money has the obligation to be leading in saving the planet.

Dear Mr Hogewoning,

Thank you for your message to the General secretariat of the Council of the EU.

Due to the satellite era we are better placed to understand the complexities of our planet, particularly with respect to global change. Satellites are used to forecast the weather, answer important Earth-science questions, provide essential information to improve agricultural practices, maritime safety, help when disaster strikes, and all manner of everyday applications. Earth observation has the potential to improve also our predictive vision related to climate change.

One of the examples of the European Space Agency (ESA) activity in relation to climate change is the Climate Change Initiative programme:

To respond to the need for climate data, the objective of the Climate Change Initiative is to realize the full potential of the long-term global Earth Observation archives that ESA together with its Member states have established over the last thirty years, as a significant and timely contribution to the ECV databases required by UN Framework Convention on Climate Change and the Paris Agreement.

It ensures that full capital is derived from ongoing and planned ESA missions, including ERS, Envisat, the Earth Explorer missions, relevant ESA-managed archives of Third-Party Mission data and the Sentinel constellation.
