Dear Human Resources and Security,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
- dedicated training, presentations and information materials that were prepared to raise outgoing and incoming cabinet members’ awareness of their ethical obligations,
- The most up to date Practical guide to ethics and conduct,
- any statistics or analysis relevant to the implementation of Staff Regulations Article 16 and Article 40. I am particularly interested in finding the number of requests that were rejected.

Thank you for the email. While I understand that there might be atenuating circumstances, this response is already long overdue. My request was lodged 17 July, that is almost two months ago.
It took DG HR exactly one month to even aknowledge the request.
As my request relates only to ethics material, it does even not require consultations with third parties, answering it should be fairly straightforward. I cannot understand why it takes this long to answer.

I would like to lodge a follow-up request. I am requesting documents which contain the following information:
- The reasoning or justification for the 3 unfavourable decisions taken in 2019 relating to the implementation of Article 16 of the Staff Regulations
- The reasoning or justification for the 3 unfavourable decisions taken in 2019 relating to the implementation of Article 12b in combination with 40 of the Staff Regulations
