Further to your reply to a previous access to documents request (reference: A8897/MT/en) and the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting clarity about who or what is the specific "appointing authority" in the context of Chapter 2 (Title III) of the Staff Regulations (modified on 22 October 2013).

In response to your request received by Parliament on 22 July for further guidance as to the application of Staff Regulations by Parliament, please find attached the relevant Bureau decision regarding the delegation of powers of the "appointing authority". Please note that the delegation of "appointing authority" varies according to the applicable article of the Regulation and/or the grade or status of the official concerned, as outlined in the annex to the document attached (please see p.5 - 41 of the table on "Exercise of the powers conferred on the Appointing Authority by the Staff Regulations and on the Authority Empowered to conclude Contracts of Employment (AECE) by the CEOS").
