Dear Mrs Verheecke,

We refer to your e-mail dated 17/07/2017 in which you make a request for
access to documents, registered on 19/07/2017 under the above-mentioned
reference number.

You request access to:

Please be informed that the part of the request under point 2 is already
been dealt with by DG Trade under Gestdem 2017/4216, you will therefore
receive a reply regarding this part under Gestdem 2017/4216.

Concerning the part of the request under point 1, your application
concerns a large number of documents, which need to be assessed
individually.

In addition, the handling of your request involves the transmission of
documents originating from private companies. Therefore, the need to
consult them in accordance with Article 4(4) of Regulation 1049/2001,
cannot be expected to be completed within the normal time limits set out
in Article 7 of Regulation 1049/2001.

However, the Regulation also provides for a possibility to confer with
applicants in order to find a fair solution when an application relates to
a very long document or concerns a very large number of documents. Article
6(3) provides that in the event of an application relating to a very long
document or to very large number of documents, the institution concerned
may confer with the applicant informally, with a view to finding a fair
solution.

In accordance with the case law of the EU Courts, such a solution can only
concern the content or the number of documents applied for, not the
deadline for replying[1][1] .This means that the scope of the request must
be reduced in a way that would enable its treatment within the extended
deadline of 15 + 15 working days.

Based on the above-mentioned provision, we would kindly ask you to specify
the objective of your request and your specific interest in the documents
requested[2][2], and whether you could narrow down the scope of your
request (i.e. the timeframe covered), so as to reduce it to a more
manageable amount of documents.

Considering that the activities of the EU-Japan Business Round Table are
organised the same way every year, we would suggest reducing the scope of
your request to fewer years e.g. three.

If that is not possible and if you maintain your request for access to all
documents concerned by your application, we propose to handle your
application in two successive stages covering the periods 2010-2013 and
2014-2017 and consider each period at intervals of one month from the
first submission of 17/07/2017.

Moreover, we would like to draw your attention on the fact that a lot of
information concerning the EU-Japan Business Round Table can be found on
their web site: [3]http://www.eu-japan-brt.eu/.  Please consult this
website in order to decide if and what type of additional information you
need.

In order to enable us to respect the time-limits of Regulation 1049/2001,
we would ask you for a swift reply to our invitation to propose a fair
solution, within five working days at the latest.

restrict the scope of your application to the part that can be dealt with

Dear Ms Verheecke,

Thank you very much for your reply to our fair solution proposal. We will do the utmost possible in providing you with the documents requested below.

Your application is currently being handled. However, we will not be in a position to complete the handling of your application within the time limit of 15 working days, which expires today.

Therefore, we have to extend the time limit with 15 working days in accordance with Article 7(3) of Regulation (EC) No 1049/2001 regarding public access to documents. The new time limit expires on 01/09/2017.

could not be signed today. Therefore, we are not in a position to complete
