External consultants spending

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Please provide details of the department's spending on external consultants for each of the last five financial years (2009-2013).

Please also provide a breakdown by year of which firms this money was spent with.

Dear Sir,

We refer to your email of 15/12/2014 concerning a request for access to documents.

The description in your application is vague and does not specifically allow us to process your request.

The only way for the Commission to manage your application is to refine and limit the search period so as to not create a disproportionate administrative burden.

An efficient and reasonable way to achieve this is to provide us with more detailed information on the requested subject, on documents such as references, authors (individuals or organizations) and to limit the scope of your application to two years (2011-2013), in accordance with Article 6, paragraph (3) of Regulation No 1049/2001.

Please note that the deadline of 15 working days set for the processing of your application will start from the date of receipt of the requested information and the recording of your request, taken into consideration that the European Commission offices are closed from 24 December 2014 January 4, 2015.

To clarify, I'm asking for the department's expenditure on external consultancy, ie, where it has had to pay for services from an external company for something it cannot provide in-house.

Perhaps it's PR advice, IT specialist knowledge etc etc.

I don't consider the Financial Transparency System sufficient to answer my question.

Without an intimate knowledge of the workings of the directorate, it's impossible to know what payments are external consultancy and
what are not.
