We enclose a copy of the document requested (grant agreement including all annexes).

Please note that this document (grant agreement) contains materials originating from a third party (annexes to the grant agreement) which could fall under an exception mentioned in Art. 4 (2) of Regulation (EC) No. 1049/2001 of the European Parliament and of the Council regarding public access to European Parliament, Council and Commission documents. The Commission has therefore consulted the author of the documents (DIHR) on the applicability of the aforesaid exception and following this consultation has decided to grant access to the documents requested (enclosed). Thank you for granting me access to the requested Document.
I would be grateful if you can grant me further access to some documents, relevant for other bidders, showing if all bidders understood clearly that they have this possibility to present Students as members in the Project Team.
Is there any Specification issued by the Commission showing this possibility (a document which can help me to understand if there was respected the principle of equal treatment for all bidders).
I see here http://www.asktheeu.org/en/request/702/r... at page 64, some students presented by Danish Institute for Human Rights which are to be paid with different rates (8.851, 56 Euros, 2.971,65… an so on). Are they permanent staff of DIHR or there is a clerical error in the fiche?.
Additionally I would like to request access to the following information: which is the Currency painted in dark in this link at page 3.3 “Evaluation of the Financial Capacity” http://www.asktheeu.org/en/request/563/r... As I can see this is the Evaluation Report concluded before the conclusion of the Grant Agreement you disclosed to me and to the public domain.

Your application of 16 August was registered under the above reference.
Please find attached the link to the call and the Guide for Applicants, which gives information to applicants on the rules governing eligible costs, including staff costs.
There is nothing specific on students in the Guide, and there is no other document made available to applicants by DG Justice on the possibility to employ students. However, the Guide does not restrict the possibility to employ students, and specifies that staff can cover both permanent and non-permanent staff of an organisation.
According to the budget presented by Danish Institute, the Student Assistants are permanent staff of the organisation. Staff costs may be checked by the Commission when preparing the final payment.
Re your additional question on the evaluation report, the text marked in black under section 3.3 does not show a currency, but the application numbers of those applicants whose financial capacity was evaluated as weak. As can be inferred from Annex 2 to the evaluation report, this does not concern Danish Institute for Human Rights.

Do you know by any chance where I could access the list of all contracts of European Commission with Danish Institute ? Are there an online list, centralized, containing amounts, object, duration?
In your email you affirm that "the text marked in black under section 3.3 does not show a currency, but the application numbers of those applicants whose financial capacity was evaluated as weak. As can be inferred from Annex 2 to the evaluation report, this does not concern Danish Institute for Human Rights".
Is this because the financial capacity of Danish institute has not been evaluated? Or because it has been evaluated and found in order? Thanks,
