Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

a) CSV or XLS dataset on financial corrections applied to all member states during 2000-2015 (or even before 2000 if possible);

b) CSV or XLS dataset on financial corrections applied to all member states during 2007-2013 - differentiated by each Operational Programme per country;

c) CSV or XLS dataset on exact amount of funds member states that have been paid back to the Community budget during 2000-2015, due audit errors / sanctions (etc) for the misuse European funds (ESF and other funds) managed by your Directorate.

This is also a follow up to GESTDEM 2016/3446

In terms of definitions, there may be a difference between financial corrections applied to a state and the exact amount of money that, all in all, member state have paid back to the Community budget, after legal agreements with the European institutions and the closure of Operational Programmes that your Directorate manages. That is why request (a) is different from request (c).

I am confident that your services have such data sets or can easily create such data sets with the modern IT tools used inside the European Commission.

This information is of public interest and is useful to obtain a good understanding of the amount of funding that has been paid back by national authorities into the Community budget, for the reasons stated above.

We refer to your e-mail dated 29/07/2016, which was registered under the
reference number: GESTDEM/2016/4273.
 
Your application is currently being handled. However, we will not be in a
position to complete the handling of your application within the time
limit of 15 working days, which expires on 22/08/2016.
An extended time limit is needed as to address properly your request
requires the review of several databases, some of which (covering the old
programming periods) are not in everyday use anymore.
Therefore, we have to extend the time limit with 15 working days in
accordance with Article 7(3) of Regulation (EC) No 1049/2001 regarding
public access to documents. The new time limit expires on 9/09/2016.

We enclose the link to the 2015's Annual Activity Report of DG EMPL. This
report in its Section Management of the Resources and in its Annex 10
(Part ESF Financial corrections, withdrawals and recoveries on Pages 52
and 53) will provide you with the overview tables of cumulative financial
corrections by Member State and by programming period at the end of 2015
(even for the 1994-1999 period):

Please find attached the table with the cumulative figures per Member
State and per Operational Programme of financial corrections for the
programming period 2007-2013 at the end of 2015.
