Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

- information on the 40 Million € drawn from the EUTF towards the Better Migration Management (Khartoum Process), T05 – EUTF – HoA – REG – 09, in Sudan, specifically:

a) within the EUTF, documents regarding the origin of the aforementioned amount of money (e.g. which EUTF’s sub-fund does it come from?); if it comes from different sub-funds, please specify the given amount for each sub-fund;

b) regarding the on field BMM implementation in Sudan, how much of the 40 Million € is used for each activity and from which sub-fund do they stem from (e.g. “x” € from the EUTF’s sub-fund “y” for the on-field activity “z” in Sudan)?

Thank you for your questions. In response to your questions, please find
the answers below:

 

a)       All financial resources of the EUTF for Africa are kept in a
single bank account. The concept of “sub-funds” therefore does not exist.

 

Contributions are made to the EU Trust Fund as a whole. A specific
distribution among each of the three operational windows (Sahel and Lake
Chad, Horn of Africa and North of Africa) can be made, if stated in the
donors’ contribution certificates. Regarding contributions from the EU
Budget and the European Development Fund, funds are distributed in
accordance with the geographical coverage of said instruments if
applicable (Sub-Saharan Africa for the EDF, neighbourhood countries for
the ENI for example). The following links show two tables with the
detailed contributions both from EU Member States and other donors and
from EU Budget/EDF:

b)      The Better Migration Management (Khartoum Process) Programme is
implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit
(GIZ) GmbH in partnership with European and international agencies, such
as IOM, UNODC and Expertise France through Indirect Management. For the
activities being carried out in Sudan, an approximate amount of EUR 7.5
million is foreseen, to be implemented based on the principles described
in the Sudan Concept Note
([3]https://ec.europa.eu/trustfundforafrica/...). The overall draft
work plan is attached, but please note that implementing partners have to
continuously adapt to the environment and whilst some activities have
already been implemented, others have not. This also applies to the
implementation of activities in different countries which will ultimately
determine the final amount spent on activities in each country and
regionally.
