Dear European Border and Coast Guard Agency,

As Co-Chair of the Left Group in the European Parliament and under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting access to the Frontex report on "pull-factors" for migrants crossing the Mediterranean Sea and any other documents of analysis on this topic.

The report has been cited by Italian Interior Minister Matteo Piantedosi in Parliament on the 17th of November 2022. The Italian Minister alleged that the analysis concluded that "the presence of NGO naval assets near the Libyan coasts continues to be a pull factor."

The report has also been obtained by Italian media AdnKronos, which writes in an article on the 8th of November 2022 (see here: https://www.adnkronos.com/dossena-dino-b...

"The presence of NGO ships, especially sailing between Zuara and Zawiya, continues to be an additional pull factor", a "pull factor" for migrants leaving Libya to reach Italy. This is what we read in a confidential document of Frontex, the European Border Surveillance Agency, relating to the period 1 January-18 May 2021, which Adnkronos has been able to view. According to Frontex in the document, "migrants arriving from Libya constantly declare" that they have verified, before departure, the presence of NGOs in the area, explaining that, "in the absence of NGO ships in the Mediterranean, many refuse to leave".

As mentioned above, the report would be based on an analysis of the period 1 January-18 May 2021.
