"Full" action plan for the development, competitiveness and sustainability of small-scale coastal fishing in Ireland
Dear Maritime Affairs and Fisheries,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
I downloaded Ireland's EMFF Operational Programme from here https://ec.europa.eu/fisheries/cfp/emff/... which contains the following statement on Page 83,
"4.2 Description of the action plan for the development, competitiveness and
sustainability of small-scale coastal fishing There are 1,313 vessels in the Irish SSCF and they employ 1,528 people. In 2014 the Minister for Agriculture, Food and the Marine announced the establishment of an Inshore Fisheries Forum initiative , comprising 6 Regional Inshore Fisheries Forums (RIFFs) feeding into a National Inshore Fisheries Forum (NIFF) to facilitate stakeholder engagement on fisheries inside the 6 mile limit. These groups contributed to the development of an action plan which focused on 3 areas. The full action plan is attached to this document."
The full action plan does not seem to be attached to the document I have downloaded? The full action plan is not listed as an accompanying document on page 166.
Where is the "Full action plan" document please?

Dear Mr Pettipher,
I refer to your e-mail of 14 January 2020, registered on 15 January 2020,
by which you submit a confirmatory application in accordance with Article
7(2) of Regulation (EC) No 1049/2001 regarding public access to European
Parliament, Council and Commission documents[6]^^[1] ("Regulation
1049/2001").
Your confirmatory application is currently being handled. Unfortunately,
we have not yet been able to gather all the elements we need to carry out
a full analysis of your request in order to take a final decision and,
therefore, we are not in a position to reply to your confirmatory request
within the prescribed time limit expiring on 05 February 2020.
Consequently, we have to extend this period by another 15 working days in
accordance with Article 8(2) of Regulation 1049/2001. The new deadline
expires on 26 February 2020.
