Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Can the Commission provide documents/correspondence providing the exact details of the legal basis for (future) EU funding of activities related to the 1993 Hague Convention (intercountry adoption)?

Dear Sir,

I refer to your access to documents request of 15 August 2013 and
registered under the above mentioned GESTDEM number on 20 August 2013.

 

There is not a specific or targeted legal basis supporting funding for
activities related to the Hague Convention on adoption. Therefore possible
funding must be seen in a more general context.

 

The Commission has proposed two programmes that will constitute the basic
acts for future funding from 2014 to 2020. One is the future Justice
Programme, which contains a specific objective on judicial cooperation,
the other the future Rights and Citizenship Programme, which has as one of
its specific objectives to enhance the rights of the child.

None of these programmes is yet adopted, nor are the priorities of the
years 2014-2020 yet established. The proposals can be found at the

Would the new financial programmes to be adopted in 2014 make it possible for the EU to finance work carried out in the framework of the 1993 Hague Adoption Conference (despite specific or targeted legal basis)?

I hereby refer to my confirmatory appeal of 6 September 2013.

Could you please update me as to the status of my request about the legal basis for supporting funding for activities related to the 1993 Hague Convention on adoption.

On 9 September I sent you the following mail:

"Thank you for this reply, which I find rather vague. Can you please provide full clarity.
Would the new financial programmes to be adopted in 2014 make it possible for the EU to finance work carried out in the framework of the 1993 Hague Adoption Conference (despite specific or targeted legal basis)?"

If I receive no reply within 1 week, I plan on making a complaint to the Ombudsman.

Dear Mr Dohle,
There is nothing that we can add to our reply of 6 September 2013.
The new financial programme for the period 2014/2020 is not yet adopted and therefore it is not possible to provide information on future funding opportunities under that programme at this stage.
Once adopted, funding possibilities will depend in particular on the priorities set each year by the annual financing decision.
