I would like to buy british pounds. Is it possible to do it at the real time exchange rate and with no/little fees?

We would like to inform you that the European Central Bank (ECB) provides
foreign exchange reference rates against the euro, available [1]here.
Please note that the [2]reference rates are based on the daily
concertation procedure between central banks within and outside the
European System of Central Banks (ESCB) which normally takes place at
14:15. The foreign exchange reference rates are published both by
electronic market information providers and on the ECB's website after the
concertation procedure has been completed (around 16:00 on every working
day, except on [3]TARGET closing days).
The ECB pays due attention to ensuring that the published exchange rates
reflect the market conditions prevailing at the time of the daily
concertation procedure. Since the exchange rates of the respective
currencies against the euro are averages of buying and selling rates, they
do not necessarily reflect the rates at which actual market transactions
have been made. The exchange rates against the euro published by the ECB
are released for reference purposes only.
As a central bank, we are not in a position to advise you where to buy
foreign currency and provide information about potential fees.
