I feel you did not actually read my question.
European Union is most often doing projects in subprojects called work packages.
Its been going on for years.
I would like to know if the person in charge of a work package (often called the Lead) if there are any laws specifically for this?
But I guess there are no laws then. Only all the laws and regulation the union in general, no?

The subdivision of projects into building blocks or sub-projects (work packages) is actually a project management workflow technique which allows multiple teams to work simultaneously or sequentially on different components of the project.
