I would like to ask additional information if IAS acts as internal auditor of FRA or only as external auditor.
In relation to point 3 of my initial request (Audit Report on FRA procurement procedure for "Provision of legal services to FRA staff"), I would like to outline the following:
Last week FRA published its assignments to lawyers

and is apparent that several forms used for payment are not signed. In case there is no other internal auditor at FRA but only IAS, I request information (IAS point of view) on the validity of those not signed purchase orders. Some of the orders are signed only by FRA. I would like to know if those orders were used for payment or if there exists an other version used.
Also is apparent that the legislation used by FRA for procuring legal services is different to the legislation applicable to the rest of EU institutions and agencies. At FRA legal services are treated as "goods", there is no tender dossier, no prior advertisement, no post publication, etc. Lot of things are hidden and access to information is precluded by blanking (anonimizing)all information.

I am writing to request an internal review of Internal Audit Service (IAS)'s handling of my FOI request 'IAS Audit Reports on Contracts concluded by European Commission and FRA Vienna with Danish Institute for Human Rights'.
Following your reply I am now aware that the possibilities offered by Regulation 1049/2001 are limited as to the information to be disclosed. Nevertheless I would like to request a review of your decision in this sense: when the audit for legal services contracts at FRA will be performed by IAS, I request access to that IAS Report. If necessary I will request access to that IAS Audit Report in due time again. If there will be no IAS Audit for legal services contracts and related procurement procedure please consider my request void of purpose and withdrawn.
I would like to raise your attention that FRA released one more contract for legal services and one document which I do not understand available at http://www.asktheeu.org/en/request/523/r... and http://www.asktheeu.org/en/request/523/r..., while initially stated that there are no more contracts concluded for legal services. Upon an IAS audit all such contracts could be collected and an access to these contracts to be granted.
As a legal justification :
"The European Union Agency for Fundamental Rights falls into the category of bodies set up under the TFEU or the Euratom Treaty which have legal personality and receive contributions charged to the EU budget"
On account of these contributions charged to the EU budget, I believe that any citizen is entitled to ask access to any documents related to FRA activity, without being necessary to receive dressing down replies like this ones
