Dear Mr Teffer,
Following your request of 9 May 2022, the Committee of the Regions (CoR)
has identified the following documents "discussing the possible
participation of the Committee of the Regions in an independent EU ethics
body":
• A letter of 18 March 2022 from Commission President von der Leyen to
CoR President Tzitzikostas. This letter includes as an annex the
Commission's assessment of the Parliament's resolution on
strengthening transparency and integrity in the EU institutions by
setting up an independent EU ethics body.
• The document "Establishment of a new EU ethics body", which the CoR
Secretary-General submitted for decision to the CoR Bureau meeting of
26 April 2022.
• The reply of 29 April 2022 from President Tzitzikostas to President
von der Leyen.
You will find the three above-mentioned documents attached.
Please note that the Commission's assessment of the Parliament's
resolution and the document submitted to the CoR Bureau are already in the
public domain:

At the Commission's request, the CoR has redacted the handwritten
signature of President von der Leyen from her letter of 18 March 2022. The
legal basis for this redaction is Article 4(1)(b) of Regulation (EC)
1049/2001, concerning the protection of personal data, in combination with
Article 9(1)(b) of the Regulation (EU) 2018/1725, the latter only allowing
the transmission of personal data if the applicant proves that it is
necessary to have the data transmitted to him/her for a specific purpose
in the public interest and where there is no reason to assume that the
legitimate interests of the data subject might be prejudiced. If you
consider that the redaction of the handwritten signature amounts to a
partial access to the document and you disagree with this redaction, you
are entitled to submit within 15 working days a confirmatory application
requesting the CoR to review this position.
You are authorised to re-use these documents free of charge provided that
you cite the source and do not alter their meaning or the original
message. Please note that the CoR does not take responsibility for any
consequences of re-use.
