information about access to CATS

Dear DG Agriculture and Rural Development,
As far as I understand there have been a large number of requests to access the CATS (Clearance of Audit Trail System) database or its contents. According to the publicly available information some of these requests were denied, while in some cases the Commission provided access to the database or it has extracted data from the CATS.
The following examples contain references that attest that some organizations outside the EU (OLAF or European Court of Auditors) were granted some sort of access to either the database itself or to data extracted from CATS by DG AGRI:

In the light of the above, I would like to ask the following information:
Under what regime does the DG AGRI guarantee access to the CATS database to organizations outside the Commission? (information request/some sort of cooperation or partnership agreements/ etc.)
Does the DG AGRI guarantee direct access to the database to data claimants or requestors or does it extract and share processed data according to the requests by the claimants? What was the legal basis for guaranteeing access or extracting data ?
In how many cases did the DG AGRI guarantee access to the CATS database or extracted data for claimants outside the Commission from 2010 to today? Which EU institutions or bodies have automatic access to the CATS database? In which cases did the DG AGRI refuse access to the CATS database and why?
If that is applicable, you may send the concerning agreements/protocols.
