Dear Neighbourhood and Enlargement Negotiations,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain information concerning the Italian Initiative on Maritime Surveillance – Integrated Sea Border Surveillance System in Tunisia (ISMariS), developed in the framework of the IBM Tunisia Project and implemented under the leadership of the Italian Ministry of the Interior. The Border Management Programme for the Maghreb region (BMP Maghreb) is a programme designed within the framework of the “European Union Emergency Trust Fund for Stability and Combating the Root Causes of Irregular Migration and the Displaced Persons in Africa” (EUTF for Africa).

With regard to the ISMariS programme, I am requesting:

1) The standard operating procedures for IBM Tunisia (p 6 of the Action Document for the implementation of the North Africa Window);

2) Annex 1, mentioned in the Action Fiche of the BMP (p 14)

3) Information regarding the so-called ‘main expected outputs’ of the Initiative. In particular, I am requesting a list of:
- material and technologies supplied to Tunisian authorities to strengthen communication systems for data exchange;
- Support to on-board command and control systems to make maritime surveillance more effective.
- developments of radar sites, also through additional sensors to increase capability to discover, classify, recognize and identify targets;
- operational and maintenance training activities;
- activities concerning the operational cooperation in the maritime domain between Tunisia and Italy (and other EU Member States, and possibly through EUROSUR and FRONTEX) and the neighboring third countries.
