interpretation of existing EU law

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
Regarding cross border health care inc. matters of medical negligence: I seek an interpretation of existing EU law.
Kindly copy me the document which identifies EU office/officer competent to handle matters of interpretation of EU law.
It is understood this is a general query; not specific to health care.

as previously explained, your request was not filed as a request for
access to documents as you did not identify any document in your query. As
a consequence, there is no process in place for a "confirmatory
application" through which your latest communication could be processed.
We also explained to you that there is no EU legislation applicable to the
matter that concerns you (a case of medical negligence) because the
organization and provision of health services and medical care remain the
responsibility of the Member States of the European Union.
Considering the generic and repetitive nature of your queries we informed
you that we would be discontinuing correspondence with you.
I am nevertheless responding to your latest email as it seems that your
problems persist.
Allow me to reiterate what we have already tried to explain with our
previous responses:
• we help citizens to the best of our ability by assessing and
responding to a) request for access to documents and b) other
information requests, if the matter covered by the latter belongs to
an area where the EU has competence;
• your query is not a request for access to documents held by the
Commission, and the matter you summarily refer to does not fall under
EU competence;
• in any event, there is not a service in the Commission that provides
interpretation of EU legislation.
I am sorry that we cannot help you with your issue.
I trust you will understand that under the circumstances we will (again)
discontinue our correspondence.
