Dear Mr Nielsen, 

 

In reply to your request, the European Parliament would draw your
attention to the fact that several policies and programmes led to the use
of modern information tools such as smartphones and tablets. With its
first EMAS registration, in 2007 (Eco-management and audit scheme)
Parliament's target was to reduce the carbon emissions by 2020 including
the progressive reduction of the printed documents. Within the framework
of the budget proposal for 2014, the European Parliament's Bureau adopted
"paperless" good practices such as the Paperless/e-meeting.   The European
Parliament hence moved towards a totally on-line EP with full mobility
(documents available anywhere and on any device) and launched the pilot
project for the introduction of tablets as a standard working tool. On the
other hand, the e-Parliament programme ensured the use of the most
appropriate ICT tools and applications.

 

Regarding the IT and Telecommunications equipment provided to Members of
the European Parliament (MEPs), several Bureau decisions, since 2009,
defined the equipment for the MEPs and their assistants
(Brussels/Strasbourg offices), as well as for the assistants working for
the vice-presidents (VP) and for the Quaestors.

Accordingly, the European Parliament provides each MEP with a mobile
tablet device and the VP/Quaestors' assistants with a smartphone. MEPs
started to be equipped with tablets in December 2014. According to the
same Bureau Decision, MEPs equipment may be renewed at mid-term, upon
proposal by the competent Quaester.

 

As far as the staff is concerned, Internal Rules allow for the provision
of IT equipment (smartphones and tablets) to: President, Secretary
General, Directors General, Jurisconsult, and AD members of President’s
Cabinet, as well as of the Secretary’s General Cabinet, the assistants of
vice presidents and Questors, the Directors and Head of Units and
additional staff, on a justified need base request for work-related
reasons.

In case of loss or theft, the equipment is replaced upon official
declaration, maximum once every three years. To keep up with technological
changes, this equipment may also be replaced after three years.

 

According to the above mentioned equipment rules 100% of MEPs have been
equipped with a tablet and 1/5 of EP staff with a tablet and/or a smart
phone.

Expenditures in connection with provision of a mobile phone or smartphone
are governed by the rules set by the Financial Regulation.  Parliament’s
inventory since 2014 includes 3 373 iPads and 2 398 iPhones, with an
average price unit of 726€ for iPads and of 631€ for iPhones.  As also
requested, please find the breakdown per model requested, in the below
table:
