Joint Declaration on Intercountry Adoption - 2008
Dear European Parliament,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
All documents related to the Joint declaration on intercountry adoption of 2008, including but not limited to the text itself and documents related to its status and if it was sent to European Ministers for Justice and the Family, members of the European Union and/or the Council of Europe, and European children's ombudsmen.

I am writing to request an internal review of European Parliament's handling of my FOI request 'Joint Declaration on Intercountry Adoption - 2008'.
The reply provided by the TRANSPARENCY UNIT of the European Parliament's Directorate-General for Parliamentary Research Services, Directorate for the Library, was fully unsatisfactory.
The reply states that the Joint Declaration was an initiative of former MEP Claire Gibault. However, we know for certain that the main MEP driving this was MEP Jean-Marie Cavada.
Earlier I have asked for details about the two year project on international adoption of MEP Cavada. The reply I eventually got from the ALDE press attache per e-mail was trying to convince me that this was all normal and not about some special interest group pushing the pro adoption agenda.

I also have email correspondence with the Council of Europe's Deputy Secretary General (2008) in which she is clear that this comes from MEPs and that she just gave her personal support for this. Not from the Council of Europe.
MEP Gibault, during the press conference about this Joint Position, was apologised for MEP Cavada's absence:

Further to your confirmatory request for documents of the European
Parliament under Regulation (EC) N°1049/2001, we regret having to tell you
that we were unable to identify any document as covered by the Regulation,
that would exactly satisfy your request. Therefore, we also have no
information on any recipients or further action taken in this matter.
However, searching available public sources, and pursuing further lines of
inquiry, we were able to source the attached "Déclaration commune sur
l'adoption internationale" by the "Alliance of Liberals and Democrats for
Europe" (ALDE) and the "Alliance citoyenne pour la démocratie en Europe"
of 19 February 2008 (only in French). This document was obtained upon
