Letters to Irish finance minister/DoF

Dear European Central Bank,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

1) All communications between the ECB and the Irish Finance Ministry in October and November 2010. This should include communications from Mr Trichet and any communications from the Irish ministry, and also include any communication at any level to/from the ECB.

2) All letters communicated to the Irish finance minister or his Ministry by the ECB in the years 2009, 2010 and 2011.

for access to 1) “all communications between the ECB and the Irish
Finance  Ministry in October and November 2010,  including communications

ECB/2004/3 according to which a reply to your request is due within 20
working days, i.e. by 17 September 2012. However, as your request is very
wide in scope, covers a long period of time and requires the consultation
of a third-party, we have to invoke Article 7.3 of Decision ECB/2004/3 and
extend the time limit provided to reply to your request by an additional
20 working days.

Dear European Central Bank,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of European Central Bank's handling of my FOI request 'Letters to Irish finance minister/DoF'.

1) The names of people who work for the ECB are not a secret. The redaction of names of people is incorrect in law.

2) The ECB has failed to release or refer to a letter dated November 21 from Brian Lenihan which is 3 pages in length. This letter was released separately to an Irish news organisation by the Irish authorities following the publication of the one page letter of the same date released in this request. 3) The ECB has failed to release or refer to communications dated October 15, November 4 and November 12 that an Irish journalist has had sight of, but the ECB has implicitly denied the existence of (http://www.irishtimes.com/newspaper/fron...)
