On 14 May 2014, the time-limit for replying to your application was extended by 15 working days.

Dear Mr. Cole,

It is difficult to indicate a precise timeframe, because as far as the African side is concerned, your request requires first of all official diplomatic consultation of no less than 50 African missions to the EU. Those consultations are in progress, but for them to make sense it is also necessary to give the third countries sufficient time to react. Nevertheless, we expect to be able to give you a final reply by the end of July.

To give you an idea of the amount of the consultations involved, please find enclosed the anonymised list of African delegates (each line corresponding to a delegate). This extract from a database is the only list setting out the composition of the African delegations which is held by the General Secretariat. The Access to Documents Service has been informed that this list includes all accredited delegates, but that the Gambian, Sudanese and Zimbabwean delegations finally did not participate, Gambia being however represented by her chargé d'affaires; South African President Zuma, who was on the list, did not participate either.

As regards the outcome of this consultation, it should be recalled that the General Secretariat of the Council is only in a position to release the names of the members of the third party delegations after having obtained the acceptance of the third countries and, indeed, the explicit consent of the data subjects concerned.
