Lockabie Pan-Am flight 103 bomb

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
Diplomatic moves Following the Lockabie Pan-Am Flight 103 bomb of December 1988 and subsequent trial of Al Megrahi .
There were suggestions that the sacrifice of Al Megrahi and a small payment made was a deal between Libyan leader Gaddafi and Tony Blair to take the heat off other negotiations.
Records of the diplomatic moves and also those of the involvement of the USA CIA would be of historic interest.
