Dear Secretariat General of the European Commission,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

- keynote speech delivered on March 22nd by "EU Commission Vice President for the Energy Union and EU Space Policy", Mr Maroš Šefčovič, at the "Battery Summit" held 22-23 of March 2021, by INL - International Iberian Nanotechnology Laboratory
- documents held by the Commission, SG EC, or its services and representatives, i.e. information either prepared by the Commission itself or received from the event organizers or participants, in relation to the "Battery Summit" event identified above; this includes written minutes and information, independent of the format they are stored in and should, apart from the traditionally archived formats, also include exchanges using text and instant messaging, such as via WhatsApp, iMessage, Signal, etc.

I would like to point out a decision by the European Ombudsman in case 1219/2020/MIG, in which the Ombudsman states that "text and instant messages are clearly covered" under the scope of Regulation 1049/2001 and other relevant rules. The decision notes that "the EU institutions should make every effort to reflect the reality of modern communications, and the increased use of text and instant messaging, in their document management rules and practices" [1].
