Meeting between MEP Tomáš ZDECHOVSKÝ and Formula 1
Dear European Parliament,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
1- All correspondence (including email, SMS, private twitter and WhatsApp) from Jan 2023 between MEP Tomáš ZDECHOVSKÝ, and/or his office with representatives from Boldt Partners or Formula 1 or with PR companies or law firms representing Formula 1 relating to the meeting held on 06/06/2023 on the subject of ‘EU policies’ with the Formula 1 Director of Communications.
I would like to make clear I prefer you produce the documents on a rolling basis.
At no point should the EU’s search for—or deliberations concerning—certain documents delay the production of others that the Commission has already retrieved and elected to produce.
To the extent possible, I would prefer the documents in electronic format.
Should my request be denied wholly or partially, please explain the denial or all deletions referring to specific exemptions in the regulation. Also I expect the partial release of documents, in case of partial exemption according to article 4.6.
I reserve the right to appeal.
Please confirm having received this application. I look forward to your reply within 15 business days, according to the regulation.
Yours faithfully,
Jessica Staufenberg

Dear Ms Staufenberg,
Thank you for contacting the Transparency Unit of the European Parliament.
Further to your request under [1]Regulation (EC) No 1049/2001 for public
access to correspondence (including email, SMS, private twitter and
WhatsApp) from Jan 2023 between MEP Tomáš Zdechovský, and/or his office
with representatives from Boldt Partners or Formula 1 or with PR companies
or law firms representing Formula 1, relating to the meeting held on
06/06/2023 on the subject of ‘EU policies’ with the Formula 1 Director of
Communications, we would like to inform you that the documents you have
requested are not held by Parliament.
Please note that the Transparency Unit can only give access to documents
held by an institution, as described by Article 2(3) of Regulation
1049/2001. Documents drawn up or received by individual Members are not
held by Parliament for the purpose of Regulation (EC) No 1049/2001. In
this respect, see also [2]Rule 122(2) of Parliament’s Rules of Procedure,
according to which "the term 'Parliament documents' means any content
[...] which has been drawn up or received by officers of Parliament within
the meaning of Title I, Chapter 2, of these Rules, by Parliament's
governing bodies, committees or interparliamentary delegations, or by
Parliament's Secretariat". None of the documents you requested qualify as
"Parliament documents".
While Parliament holds documents connected to legislative activity, it
does not hold those related to meetings held with interest representatives
by Members in their individual political capacity, as they organise these
meetings in the framework of the exercise of the principle of freedom of
mandate. If existent, those documents, in more simple terms, are held in
Members' "offices", to which we, as administration, have no access.
Nevertheless, we have informed the Members in question, i.e. MEP
Zdechovský, that we have received a request connected to one of their
declared meetings with interest representatives. Should the Member reply
to us that he is willing to share documents or information related to the
meetings you mentioned in your request, we will get in touch with you
without further delay. Moreover, we encourage you to directly contact the
office of the MEP concerned. You can find the contact details on
[3]Parliament's website.
On this basis, Parliament considers your application handled and the
procedure closed. Should you wish to submit any new requests for specific
Parliament documents, [4]please do not hesitate to come back to us.
Best regards,
TRANSPARENCY UNIT
