Meetings of members of the European Commission with unregistered lawfirms

Die Anfrage war erfolgreich.

Dear DG Trade,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting a list of all meetings held with any of the law firms listed below, in the past year:

Bird & Bird
Clifford Chance
Gibson Dunn
Hogan Lovells
K&L Gates
Keller and Heckman
Sidley Austin
Van Bael & Bellis
White & Case

This list should include the date of the meeting, the topics discussed, the names of all attendees from the Commission and the law firm. We would also like to receive any minutes or meeting reports.
At the time of writing, these law firms remain outside the EU lobby transparency register; we would like the list of meetings produced to include Commissioner Malmstrom, her Cabinet, and Director-General Jean-Luc Demarty (because we understand that meetings between these individuals and unregistered lobbyists cannot be physically uploaded to the Commission’s published lobby meetings lists), as well as all other DG Trade officials.

Yours faithfully,
Nina Katzemich

Dear Ms Katzemich,

Thank you for your request for access to documents.

Unfortunately you have not indicated your postal address that is required
for registering and handling your request in line with the procedural
requirements. Please send us your full postal address at your earliest
convenience. Pending your reply, we reserve the right to refuse the
registration of your request.

You may, of course, use directly the electronic form for entering your
request:

We would like to suggest you combine this request with the other you sent
also today as they both deal with the same law firms. Please also note
that the list you are requesting does not currently exist and is therefore
out of the scope of Regulation 1049/2001. We would like you to clarify the
topics of the meetings and possible other references of the meeting
documents you are seeking access to.

Best regards,

DG TRADE

Dear DG Trade

noting that the requested list does not exist we instead request the protocols of all meetings held with any of the law firms listed in our initial request including information on the topics as well as on the attendees of all meetings.

Referring to your suggestion: as for us this request can indeed be combined with the other request we send you on July 11 in which we ask for all communication, specifically all emails and written communication with or concerning any of the law firms listed our initial request, in the past year.

This updated and combined request still refers to Commissioner Malmstrom, her Cabinet, and Director-General Jean-Luc Demarty, as well as all other DG Trade officials.

Additionally I hereby send you my valid postal adress as to enable you to duly register and deal with my application for access to documents in the meaning of Article 6(1) of Regulation 1049/2001:

Nina Katzemich
LobbyControl e. V.

In accordance with Regulation (EC) No 1049/2001 regarding public access to European Parliament, Council and Commission documents, your application will be handled within 15 working days. Dear Ms Katzemich,

We refer to your e-mails of 11 and 13 July 2016 in which you make a
request for access to documents, registered on 13/07/2016 under the above
mentioned reference number.

Your application is currently being handled. However, we were not able to
complete the handling of your application within the time limit of 15
working days, which expires today.

An extended time limit is needed as your application concerns documents
potentially held by any unit in DG Trade. The consultation of the units is
ongoing but advancing slowly due to the holiday period.

Therefore, we have to extend the time limit with 15 working days in
accordance with Article 7(3) of Regulation (EC) No 1049/2001 regarding
public access to documents. The new time limit expires on 26/08/2016.

We apologise for this delay and for any inconvenience this may cause.

Best regards,

DG TRADE

Dear Ms Katzemich,

We apologise for the delay in replying to your request, which is due to
the fact that we need to consult all the units in DG Trade and most of
them are currently processing a large number of wide scope requests for
access to documents.

We are currently finalizing these consultations and we hope to finalise
your reply in the next coming weeks.

Yours faithfully,

Dear Trade,
thank you very much for your answer. Would it be possible to concretize "the next coming weeks" a bit more? Until end of september?

Yours faithfully,

Nina Katzemich

Generaldirektion Handel

Dear Ms Katzemich,

We will aim to conclude the work by the end of September but unfortunately we cannot guarantee with absolute certainty as we depend on the units responsible which are currently working under a great deal of pressure on a number of tasks.

We thank you very much for your understanding.

Kind regards,
Access to Documents team
