Dear ve_sg.accessdoc (SG),

To whom it may concern,

Thank you for your response.

Article 6 (2) of Regulation 1049/ 2001 reads as follows:

"If an application is not sufficiently precise, the institution shall ask the applicant to clarify the application and shall assist the applicant in doing so, for example, by providing information on the use of the public registers of documents."

(Retrieved from here: https://eur-lex.europa.eu/legal-content/...)

This article specifies that if the FOI is not precise enough, it is also the lawful responsibility of the institution--in this case, the Secretariat General of the European Commission--to assist the applicant (me), in making it sufficiently clear.

Therefore, let me first clarify “Secretariat” to mean: all persons employed at the Secretariat General of the European Commission: including Commissioner Junker and his personal staff, First Vice President Frans Timmermans and his personal staff, Hors Classe Adviser Martin Selmayr and his personal staff and officials listed on the secretariat general’s organizational chart:
https://ec.europa.eu/info/sites/info/fil...

A scan of the “Transparency” section of the Secretariat General’s website shows that Commissioner Junker indeed met with Pierre Gattaz on February 18, 2015 in Brussels. Here’s a link to that meeting:
http://ec.europa.eu/transparencyinitiati...

The same section also shows, for example, that Timmermans met with the Confederation of British Industry in Davos in 2015.

I would therefore like all documents associated with those two meetings: correspondence, minutes of the meetings, and any conclusions and notes that followed the meetings, including emails on the contents of the meetings that followed the meetings.

Then, please use the calendar of Commissioner Junker, Commissioner Junker’s staff, First Vice President Frans Timmermans, Mr. Timmermans’s staff, Hors Classe Adviser Martin Selmayr, Mr. Selmayr’s staff, and the calendars of those listed in the Secretariat General’s organizational chart, which I have linked above, to identify and send me a list of the following:

-All meetings between Commissioner Junker or his staff and BusinessEurope or lobbyists affiliated with BusinessEurope, in 2015 and 2014, including Markus Beyrer.

-All meetings between Commissioner Junker or his staff and Pierre Gattaz in 2014 and 2015.

-All meetings held in 2014 and 2015 between the following people: Commissioner Junker, Commissioner Junker’s staff, First Vice President Frans Timmermans, his staff, Hors Classe Adviser Martin Selmayr, his staff, and officials on the Regulatory Scrutiny Board and the Confederation of British Industry.

-All meetings held in 2014 and 2015 between the following people: Commissioner Junker, Commissioner Junker’s staff, First Vice President Frans Timmermans, his staff, Hors Classe Adviser Martin Selmayr, his staff, and officials on the Regulatory Scrutiny Board and the European Policy Center.

From this list I will identify which meetings and which documents I need.

If the clarification I have provided isn’t sufficient, then please leave me a phone number at which to contact you this week.

Yours faithfully,
Aisha
