Meetings with External Stakeholders since 11 April 2016

Dear Internal Market, Industry, Entrepreneurship and SMEs,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

A list of meetings between DG GROW officials [1] and all external stakeholders [2] since 11 April 2016.

I would be interested in:
- Date of the meeting,
- Name and job title of the European Commission officials that were present (e.g. head of unit, etc.)
- Names of interest representatives (company/organisation name) present at the meeting,
- Names of the lobbyist(s) present,
- The sector they represented (business, NGOs, academia, think tanks as per categories of EU Transparency Register if they are registered),

concrete documents which would correspond to your request.

We therefore invite you, pursuant to Article 6(2) of Regulation (EC) No
1049/2001 regarding public access to documents, to provide us with more
detailed information on the meetings you are interested in, i.e. the
subject matters of the meetings and/or the names of the external
stakeholders participating in these meetings (which companies,
consultancies, law firms, associations, think tanks, NGOs etc.).

handling your application will start running when we receive the requested
clarifications.

Apologies for not replying to your request for clarification sooner (GestDem 2016/6843).

My understanding is that following a senior management meeting of 11 April 2016, DG GROW officials must document all meetings with external stakeholders, and specifically register them in ARES system for access to documents/record management purposes.

As such, I assume that this means it would be possible to get a list of the meetings since then, with the date, list of participants and content of the meeting.

As per Article 6.2 of Reg 1049/2001, I ask that you assist me by explaining the kinds of documents that are now stored following the decision described above. If a list is kept, then I would like access to it, otherwise, I will need to know what kinds of documents are held in order to clarfy my request.

Dear Mr Pavlou,

Thank you very much for your reply. Following the decision that you are mentioning, DG GROW officials are asked to document their meetings with external stakeholders by way of reports or minutes. There is not an obligation of producing a list of meetings of all the officials with external stakeholders, such a list doesn't exist. Such obligation does exist on the contrary, as you probably know, for the Director General meetings with external stakeholders as well as for Cabinet's members.

We hope that this information can be of help. In order for us to manage the treatment of your request, it would therefore be very much appreciated if you could provide us with more detailed information on the meetings you are interested in, i.e. the subject matters of the meetings and/or the names of the external stakeholders participating in these meetings.
