Dear Communications Networks, Content and Technology,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

- A list of all meetings held between DG CNECT and US Deputy Assistant Secretary of State for Cyber and International Communications and Information Policy, Robert Strayer, over the past year. The list should include the dates of the meetings, the individuals present, as well as the issues discussed.

- Detailed minutes of the above meetings.

- All correspondence (i.e. any emails, correspondence, telephone call notes, and/or text messages including WhatsApp exchanges) between DG CNECT (including the Commissioner and the Cabinet) and Mr. Strayer or a representative of his, over the past year.

I am filing the following confirmatory application with regards to my access to documents request 'Meetings with US representatives'.

Under reference number 2019/6277 I (Samuel Stolton), requested "a list of all meetings held between DG CNECT and US Deputy Assistant Secretary of State for Cyber and International Communications and Information Policy, Robert Strayer, over the past year. The list should include the dates of the meetings, the individuals present, as well as the issues discussed."

In response, DG Connect has identified 3 documents pertaining to the above request. Access to the documents has been refused under Regulation 1049/2001 on the grounds that the public disclosure "would affect the mutual trust between the EU and the US Government and thus undermine their relations."

Whilst I acknowledge the sensitivity of the matter at hand, I would formally request that a review of this decision be considered, due to the fact that the response fails to specify which elements of Documents 1, 2, and 3 would undermine diplomatic relations between the US Administration and the European Union.

I would refute the claim that the disclosure of the documents alone and of themselves would incur a negative impact on the relationship between the two parties. I would also foreground my role as a journalist - and by extension a conservator of public opinion, in ensuring that the EU duly delivers information unto the public domain that illuminates the workings of the Union, a vital element being the bloc's strategic relationship with the US, of which these three documents concern.
