Member States' TACS & non-EU countries

Dear Maritime Affairs and Fisheries,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

I see here http://ec.europa.eu/fisheries/cfp/fishin... that,

"For stocks that are shared and jointly managed with non-EU countries, the TACs are agreed with those (groups of) non-EU countries" and that "TACs are shared between EU countries in the form of national quotas. For each stock a different allocation percentage per EU country is applied for the sharing out of the quotas. This fixed percentage is known as the relative stability key. EU countries can exchange quotas with other EU countries... EU countries have to use transparent and objective criteria when they distribute the national quota among their fishermen. They are responsible for ensuring that the quotas are not overfished."

I am requesting documents which contain information about if and how a Member State's TAC (referred to as "national quota" above) or portions of a Member State's TAC may be exchanged, traded to or otherwise held by non-EU countries, or legal persons in non-EU countries, rather than "among their" that is the Member State's "fishermen".

Also, I believe the statement quoted from the EU website above "EU countries have to use transparent and objective criteria when they distribute the national quota among their fishermen" is referring to Article 17 of the Common Fisheries Policy. Please provide the document references (or the documents) that specify national quota must be distributed among fishermen.
