Mission letters of the CT Experts
Dear European External Action Service,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
- Mandate / terms of reference / job description of the Counter-Terrorism / Security (CT/security) experts deployed in EU delegations;
- Mission letters addressed to the CT/Security experts ;
- Budget for those CT/Security expert positions (remunerations and operational expenses)

I am filing the following confirmatory application with regards to my access to documents request 'Mission letters of the CT Experts'.
I have received some information by email, including one attachment (2015 Council Conclusions).
The reply however indicates that the Note to Heads of Delegation and the individual Mission Letters to CT/Security experts cannot be disclosed either because they are internal documents, or because they contain sensitive or personal information.
I understand that these documents are not "EU Classified Information". I therefore request a review of the response to identify whether the 2 sets of documents mentioned can actually be disclosed, with all the necessary precautions to remove personal data (e.g. names of the experts or other focal points).
