Dear Eurostat (ESTAT),

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Determination by Eurostat that debt issued by the Irish National Asset Management Agency (NAMA) is not to be classified as part of General Government Debt.

Any reconsideration of the Eurostat preliminary assessment in light of

(1) Allied Irish Banks, one of the three "independent third party investors" is now 99.3% owned by the State.
(2) Irish Life and Permanent, one of the three "independent third party investors" is now controlled by the State.

Accordingly the State controls 83% of the €100m of NAMA capital.

(3) The NAMA chairman, Mr Frank Daly has now been appointed to a politically responsible NAMA advisory board, thereby bringing the Agency more directly under political control.

(4) The Agency recorded a loss of €1.1bn in its first full year of operation and is on course to record a loss in 2011 after accounting for impairment charges.

(5) The Irish State will no longer be able to recoup ultimate losses made by NAMA as foreseen in 2009, because Anglo and Irish Nationwide Building Society are now insolvent and are being wound down. Ireland also owns 99.3% of AIB and EBS.

If no consideration of these developments has been undertaken by Eurostat, it is the intention to write to Eurostat requesting a consideration.
