Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

The letter of Olli Rehn to the national finance ministers in advance of the ECOFIN meeting in October or November 2011. In this letter, Mr Rehn explained the treatment of surplus and deficit countries in the EIP.
