Dear Migration and Home Affairs,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Detailed breakdown of costs and expenses of pilot projects, launched in March, with Bulgaria [EUR 45 million ] and Romania [EUR 10,8 million] on preventing irregular arrivals, strengthening border and migration management, as well as Romania's operational plans on returns and all documents pertaining to Bulgaria's digitalisation of the asylum and return systems.

Hello,

We are writing concerning your request for access to Commission documents
registered on 3 July 2023 under case number 2023/3809.

I am filing the following confirmatory application with regards to my access to documents request 'Pilot projects Bulgaria and Romania'.

- You have documents that contain information on pricing of services and activities with are considered country specific proprietary information with competitive value. You say these documents cannot be "fully disclosed" because they contain commercially sensitive information of the Member State that submitted them.

- However, you have not considered the possibility of partial disclosure. I am therefore requesting a partial disclosure. For instance, this could entail redacting pricing and budgetary details.

There is an overriding public interest given the broader issues with migration, not least in light of the fact that European Commission president Von der Leyen herself highlighted these projects at her speech to the European Parliament Plenary on the preparation of the Special European Council meeting of February.
