Plenary speeches prior to 1999

We're waiting for Thomas Jacobs to read a recent response and update the status.

Dear European Parliament,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I would like to check with you if the Historical Archives of the Parliament hold the texts of speeches held in the plenary sessions of the Parliament prior to 1999. If so, I was wondering whether these records are complete, how far they go back, and if the copies are held in digitized (full text) version?

request plenary debates from the European Parliament's Transparency Unit.

Thank you for your interest in the Historical Archives of the European
Parliament.

 

You have asked for the texts of speeches held in the plenary sessions of
the Parliament prior to 1999.

 

I am pleased to inform you that the Historical Archives hold a collection
of Members' interventions during plenary sessions organised by Assembly
and Parliamentary term until Mai 1999.

The plenary debates and the minutes of plenary sittings date back until
1958 and have been digitised (mainly as PDF).

 

The Historical Archives will provide you with debates in electronic format
if possible. Please indicate the topic your are interested in and your
preferred language. Please be aware that if a request is too comprehensive
it might be necessary that the research has to be done by the researcher
him/herself in the premises of the Historical Archives in Luxembourg.

Thank you very much for your quick and positive reply.

I am specifically interested in debates on international trade, and I'm looking for the translated texts of the speeches (into English). I was wondering whether it is possible to run a search query throughout the database that would pick up only speeches containing particular trade-related keywords, or whether selection has to happen based on the general theme of the debate?

Thank you for your interest in the Historical Archives' database.

 

It is possible to run a search query throughout the Archives' database.

Debates are covered in the Archives' database until May 1999.

Verbatim reports of plenary debates since 1999 are available (and
searchable) on European Parliament portal - [1]Plenary .

 

Please find attached a list of documents based on a search for (debates OR
oral interventions) AND sujet=commerce (search term is not truncated).

A search for "sujet" allows a search within the title of a document, full
text search is not possible for the time being. Please be aware that the
Archives database does allow search terms in French language only.

You are interested in speeches containing particular trade-related
keywords. If you are interested in other search terms than commerce,
please contact the Historical Archives again.

 

The Historical Archives will provide you with debates in electronic format
if possible. Please indicate your preferred language and the cote of the
document you are interested in.

 

The Historical Archives' document management system is being improved in
order to set up a new database in 2017. As a result of this work search
results and data of the current database might be incomplete. We apologize
for the inconvenience.

Dear Miss Weidinger,

Thank you very much for your reply. When you say that the database only searches in French, it is still possible to get the speeches translated into English, correct? Additionally, I was wondering whether the speeches are structured as one speech per document, or as one debate (containing multiple speeches) per document?

If so, I would like all the speeches in debates containing 'commerce' or 'trade' in their subject line in English.

Additionally, if the data might be incomplete, would it be possible to get a more complete picture, or to search for the actual content of the speech rather than the subject line at the premises of the EPRS archives itself?

Dear Mr Jacobs,

 

The database of the Historical Archives of the European Parliament
supports only searches with search terms in French language for the time
being. However, all the documents are available in full text in the
language versions  according to the language policy in place at the
respective period of time.

 

Parliamentary debates are available as one speech per document and
additionally as a compilation of the whole debate .

 

Please find attached a list of all speeches in debates containing
'commerce' or 'trade' in their subject line, as requested. The list
contains 984 references.

 

In principle the Historical Archives will supply you with documents in
electronic format and in English language if possible.

Access to documents classified as “confidential” will be checked in the
context of the Regulation (EC) N°1049/2001.

Additionally, if a request is too comprehensive it might be necessary that
the search/download has to be done by the researcher him/herself. The
database of the Historical Archives is accessible in the premises of the
Historical Library and Archives of the European Parliament in Luxembourg.
Please apply for a study visit if you are interested in coming to the
Historical Archives. You will find further information on how to apply for
a study visit [1]here .

In this context I would like to ask you to indicate the debates you are
interested in. Please take into consideration that the resources of the
Historical Archives of the European allow only basic document supply
service.

 

Content and search results of the current database might be incomplete due
to a change of database system in the course of 2017. As soon as the new
database system is in place this problem should be solved.
