Dear Mr Abdul Hai,
In your request you refer to the European Commission President's address to the European Parliament on the "State of the European Union" of 13 September 2017, in which he spoke about his vision of a "more democratic union", more particularly of "Priority 10: A Union of democratic change" also mentioning the role of European political parties. You are asking Parliament to publish any documents in relation to the changes suggested for political parties.
In fact the European Parliament has called for improvements and adjustments to the rules on the statute and funding of European political parties and foundations.
On March 2017, the European Parliament held a plenary debate (http://www.europarl.europa.eu/sides/getD...) and invited the Commission to respond on certain specific changes.
On 15 June 2017, Parliament adopted a resolution (http://www.europarl.europa.eu/sides/getD...) calling upon the Commission to propose a revision of the current legal framework as soon as possible to address its shortcomings.
A concrete Commission proposal for amending Regulation (EU, Euratom) No. 1141/2014 was presented together with the Commission President's State of the Union address. You may find the text of the proposal on Eurlex: http://eur-lex.europa.eu/legal-content/E...
Information on the legislative procedure file will be available on the EurLex website as well as on Parliament's legislative database website.
On EurLex you will find it here: http://eur-lex.europa.eu/legal-content/E...
On Parliament's website you will find the procedure here: http://www.europarl.europa.eu/oeil/popup... .
Additionally please be informed that the European Commission launched a webpage on the 2017 "State of the European Union" address where you may in particular find a roadmap for implementing the envisioned changes and brochure outlining the envisioned approach: https://ec.europa.eu/commission/state-un...
The European Parliament also set up a page with documents and information on the Commission President's speech: http://www.europarl.europa.eu/news/en/he...
Furthermore Parliament is following up on the Commission President's priorities. Documents and procedures related to the above mentioned priority 10 (A Union of democratic change) may be found here: http://www.europarl.europa.eu/legislativ...
You will also find information on the issue of European Political Parties on the website of the Authority for European Political Parties and European Political Foundations: http://www.appf.europa.eu/appf/en/home.h...
Parliament will publish new documents (or references to them) on the mentioned webpages as soon as those documents become available.
Parliament considers your request as handled and the file as closed. Please do not hesitate to come back to us, should you have any further request for specific Parliament documents.
Sincere regards
