Preparatory works - reaty on European Union and the Treaty on the Functioning of the European Union

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

Every discussion, preparatory work and points relating to:
1) the art. 21 in particular co. 1 and co. 2 lett. g) TEU (assist populations... confronting natural or man-made disasters)
2) the art. 214 TFUE
in particular thr works and discussion about the follow sentence "Such operations shall be intended to provide ad hoc assistance and relief and protection for people in third countries who are victims of natural or man-made disasters, in order to meet the humanitarian needs resulting from these different situations": (difference among assistance-relief-protection)

3) the art. 15 of the 2011/95 directive, in particular any discussions, works and position relatin the meaning of "serious harms"

1. European Parliament documents on TEU and TFEU Articles

Articles 21 TEU and 214 TFEU have been introduced by the Lisbon Treaty. The Lisbon Treaty (http://eur-lex.europa.eu/legal-content/E...) stipulates under point 24) for the TEU: "The following new Chapter 1 and Articles 10A and 10B shall be inserted" (Article 10A became Article 21 in the TEU) and under point 168) for the TFEU: "The following Chapter 3 and new Article 188 J shall be inserted." (Article 188 J became Article 214).

The text of the Lisbon treaty was developed by an Intergovernmental Conference (IGC) established for drawing up a European Reform Treaty. The IGC opened its proceedings in Lisbon on 23 July 2007. European Parliament was represented in the IGC by MEPs Elmar Brok, Enrique Barón Crespo and Andrew Duff. The text of the Treaty was approved at a meeting of Heads of State and Government in Lisbon on 18-19 October 2007 and it was signed on 13 December 2007. As you may see on the last page of the responsible committee's (LIBE) report the proposal was submitted to Parliament on 21 October 2009 and attributed to the LIBE (responsible) and JURI (for opinion) committees on 12 November 2009. LIBE committee's rapporteur was appointed on 11 January 2010. LIBE discussed the report in its meetings of 24 May 2011 and 12 July 2011. The report was adopted in the latter meeting and tabled for the Plenary on 14 July 2011. Plenary discussed the report on 26 October 2011 and voted it one day later.
