Dear Mr Hoedeman,

We refer to your below request for access to documents dated 07/01/2020
and registered under the reference number GESTDEM 2020/186, in which you
request ‘all documents - including but not limited to minutes,
(hand-written) notes, audio recordings, verbatim reports, operational
conclusions, lines to take, correspondence (including e-mails), and
presentations - related to all meetings that President Ursula von der
Leyen held with (representatives of) organisations, companies,
consultancies, thinktanks and self-employed individuals in the period
between becoming President elect on 16 July 2019 and officially becoming
President of the commission on December 1st 2019’. In a separate e-mail
dated 07/01/2020, you further specify that ‘[…] the access to documents
request should also cover President elect Von der Leyen’s transition
team’.

The description given in your application does not enable us to identify
concrete documents which would correspond to your request. In particular,
please note that it is not possible to perform a search based on generic
names and titles such as ‘organisations’, ‘companies’, ‘consultancies’,
‘think-tanks’ or ‘self-employed individuals’, without providing us with a
specification of the organisation/entity/individual concerned.

We therefore invite you, pursuant to Article 6(2) of Regulation (EC) No
1049/2001 regarding public access to documents, to specify the names of
the organisations, companies, consultancies, think-tanks and/or
self-employed individuals, and/or the names of the persons representing
such organisations or entities, in the meetings of which you are
interested in and to which your access to documents request pertains. We
would also like to kindly ask you to specify the subject-matter of the
documents you are interested in, in order to enable us to perform the
search.

Kindly note that information on meetings held by the Commission President,
Commissioners and their members of Cabinet with organisations or
self-employed individuals is publicly available in the Transparency
Register only after the Commission takes formally office. You may find
further information on meetings and appointments held by the (then)
President-elect on President von der Leyen’s calendar on the EUROPA
webpage by following this link:
[2]https://ec.europa.eu/commission/commissi...

If you need assistance in specifying your application, you can contact us
by email at: [email address]

In accordance with Article 2, third paragraph, of the Implementing Rules
to Regulation (EC) No 1049/2001, the 15 working days time limit for
handling your application will start running when we receive the requested
clarifications.

Thank you in advance for your understanding and cooperation.

Yours faithfully,

Dear ve_sg.accessdoc (SG.C.1 – rc),

thank you for your response to my access to documents request ((res(2020)156464)). I was a bit puzzled hearing that it was not possible to identify the documents I requested. My request was for documents related to President elect Ursula von der Leyen's meetings with lobbyists in the period July-December 2019 (as well as those of her transition team). Your response doesn’t mention clearly why this is not possible, but I assume this means the number of meetings is very large?

You ask me to narrow down my request and “specify the names of the organisations, companies, consultancies, think-tanks and/or self-employed individuals, and/or the names of the persons representing such organisations or entities” as well as “to specify the subject-matter of the documents you are interested in”. I have thought carefully about this proposal, but in the end concluded that this approach is not compatible with the purpose of my access to documents request, which is to create visibility of the meetings with lobbyists in the transition period (July-December 2019).

In order to proceed, I would be happy to adapt my request in order to receive a list of all meetings that President Ursula von der Leyen (as well as her transition team) held with interest representatives (organisations, companies, etc.) in the period between becoming President elect on 16 July 2019 and officially becoming President of the Commission on December 1st 2019.

This could be in the same format as the information on meetings and appointments held presented in President von der Leyen’s calendar on the EUROPA webpage (Date / Location / Entity/ies met / Subject(s)).
Yours sincerely,

Olivier Hoedeman
