Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, as well as the REGULATION (EC) No 1367/2006 on on the application of the provisions of the Aarhus Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters to Community institutions and bodies, in particular as covered under article 4 of the said Regulation, notably points 2(a) "texts of international treaties, conventions or agreements, and of Community legislation on the environment or relating to it, and of policies, plans and programmes relating to the environment", 2(e) "data or summaries of data derived from the monitoring of activities affecting, or likely to affect, the environment" as well as article 2(g) "environmental impact studies and risk assessments concerning environmental elements, or a reference to the place where such information can be requested or accessed, I am requesting the following information.

Kindly please provide with all and any documents on the on the issues related to Belarus nuclear power plant project in Astravyets (NPP Astravyets), its nuclear safety and security and its adverse environmental, economic and the security of energy supply effects as well as possible adverse impact on the stability of energy supply and transmission systems in the Union. This in particularly concerns the territorial areas of the Union, including but not limited to the territories neighbouring the Republic of Belarus and the Russian Federation, that may be affected by this project. This request also concerns all and any documents testifying the actions requested from, initiated by and deployed through the Union bodies to mitigate those adverse effects.
This request in particular concerns these issues, linked to NPP Astravyets project:
- environmental protection (Espoo and Aarhus conventions),
- nuclear safety (Euratom treaty and other Union treaties covering nuclear safety issues, IAEA safety standards),
- comprehensive and transparent risk and safety assessment ("stress tests"),
- construction incidents and work safety breaches during NPP construction in Astavets.
- minutes and conclusions of the meetings between the EU and ENSREG with the authorities of the Republic of Belarus regarding NPP project
- the outcome of Lithuania’s formal appeal calling on the EU and its institutions to take a principled stand in demanding that Belarus immediately prepare an action plan for implementing the stress test recommendations and commit to implementing it before the Astravyets NPP is launched
- the action plan and other activities outlining the EU’s next steps regarding the Astravyets NPP related to safety and security
