Responsibility of DG JUST Departments for EC2201/2003 Brussels IIa

Dear Justice and Consumers,

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

As EC2201/2003 got in force around 2005

(1) all documents showing what commission department was responsible for the Enforcements and EU Citizens complaints about this EU law (EC2201/2003) up to now (there must have been a change when DG JUST A.1 was established in 2009).
(2) All written clarifications/decisions why A.1 Civil Justice POLICY seems/was decided to be responsible for this EU law (e.g. for infringement proceedings.
(3) the written decision - as there have never been infringement proceedings - why the commission started in 2013 a review/change process of EC2201/2003? When the Commission always denied that there are problems with EC2201/2003 there is no need to change the law.
(4) Alle expenses + contracts (what has been pais up to now and has to be paid in the future as there is a contract) for the review and change process of EC2201/2003.

Dear Justice and Consumers,

herby I request the disclosure of all documents for question #1. This is a confirmatory application. Also I want to know who - what company and what people - have made this study suggesting this organizational change Viviane Reding and Cecilia Malmström have signed?

Further, as it is said there are no documents for #2, kindly inform me who was responsible for monitoring and infringement proceedings of 2201/2003EC before this organizational change (starting from 2003 when Brussels IIa came into force)? (Means before Salla Saastamoinen and afterwards Michael Shotter have taken up this position and never started any infringement proceedings because of the violation of 2201/2003EC until Mr. Shotter has been promoted a position in the cabinet Juncker, back with his earlier colleague Martin Selmayr, end of 2015.
