Source data used to calculate acceptance rate of Ombudsman's recommendations
Dear European Ombudsman,
As part of its annual report, the Ombudsman communicates to the European Parliament an assessment of compliance by EU institutions with its recommendations. The "Acceptance rate" is also featured in the Ombudsman's report, like the most recent one published on the 25th of April 2023 here: https://www.ombudsman.europa.eu/en/doc/a...
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
- an extract of the database used for tracking recommendations made by the Ombudsman to each EU institution, and the assessment by the Ombudsman of the level of compliance with said recommendations, disaggregated by year and by EU institution.
This data should ideally be provided in its original formatting.
The data should be provided for recommendations made for the years 2014 until 2022, included.

Dear Mr Ambri,
I am writing in reply to your request for public access to documents of 9
June 2023, in which you asked the European Ombudsman’s Office to grant you
public access to documents concerning the acceptance rate with the
Ombudsman's recommendations, suggestions and solutions proposals for the
years 2014-2022.
Your request has been registered under the reference Ares(2023)4145103. We
have dealt with your request in accordance with Regulation 1049/2001[1][1]
regarding public access to documents and the Ombudsman’s Decision[2][2] on
the handling of requests for public access to documents.
We have identified eight documents as falling within the scope of your
request and we have decided to grant you full access to all the documents,
which are attached to this email. Please note that, as indicated in the
Ombudsman's annual report 2022 of May 2023, to which you referred, we give
the EU institutions and bodies up to six months up following the closing
of the inquiry to follow up. Therefore, the last data we have concerns
2021.
Please note that in addition to the information on compliance in the
Ombudsman's annual reports, the reports [3]"Putting it right?" , provide
detailed information on the methodology applied to calculate the
compliance rate for the years up to December 2020 (compliance for 2019 as
explained above).

Would you be able to help me decipher some of the abbreviations used in the shared documents please? Please feel free to share any document that would contain a description of these abbreviations instead
- What do the abbreviations 'FS', 'DR', 'CR' and 'FR' stand for? And how do they map to the much more recent categorisation of 'recommendation', 'solution' and 'suggestion'?

Some of the abbreviations refer to terms used under the Ombudsman's old
Implementing Provisions (IPs) (prior to 2016-2017). Some explanations on
