Special rules to follow to write a paper freely taken from the final report of a contract with the EC

Dear Publications Office,
my name is Monica Garnier and I am one of the project team members of the Service Contract ADWICE (Literature review on the potential climate change effects on drinking water resources across the EU and the identification of priorities among different types of drinking water supplies - Contract number: 070326/SER/2011/610284/D1) that the European Commission, DG Environment stipulated with the French Society BIO Intelligence Services at the beginning of 2012.
At the end of the project, in December 2012 a final report was produced that included, the most significant results of the work performed. Among these a chapter on adaptation measures that considers demand side and supply side responses to secure the quality of drinking water also taking into account the long view of climate change.

I had the idea to write a paper on the adaptation strategies to climate change impacts on water (in particular on drinking water resources), following more or less, the contents of this chapter that are, according to my opinion, particularly relevant.

Because on the contract between BIO Intelligence Service and my Institute, IRSA-CNR, at point 5 it is written: "the results of the study will be the property of the European Commission", I would like to know if:

- I can write such a paper, of course including all the members of the project team among the authors and also explaining that the Commission is the owner of the results that make up the core of the paper itself;
- I should follow any special rule (and in case which ones) while writing and/or submitting the paper for publication;
- any other particular rule I should follow to comply with the European Commission prescriptions on the subject.
