Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001 and the Aarhus Directive 2003/4/EC, I am requesting documents, e-mails, letters, memos (including all attachments), datasets, reports, evaluations, briefings and analysis of any kind which contain the following information:
1. geographical balance in all EU institutions, bodies and agencies since at least 2014, including forecast retirements by 2027 and reports on the use of contract agents (as per Article 79(3) CEOS)
2. All reports presented based on Article 27 of the Staff Regulations of Officials and on Article 12 of the Conditions of Employment of Other Servants of the European Union since 2014
3. All minutes of technical meetings between the commission and member states whose presence is below 80% of the guiding rate in the entry grades (AD5-AD8) as well as the highest AD16 category
4. EU Commission’s Joint Action Plan adopted on 28 March 2023

As you have asked for clarification regarding (4) of my FOI request, I would like to specify that I am looking for the document that the EU Council does reference in this paragraph of document 9953/23 over the geographical balance in EU institutions, bodies and agencies.
The Commission included the objective of geographical balance in its HR Strategy in 2022. It notably considers adopting General Implementing Provisions to allow introduction of appropriate measures aiming to improve geographical balance as foreseen in Article 27 SR. In late 2022 and beginning of 2023, the Commission has held a series of technical meetings with Member States whose presence is below 80% of the guiding rate in the entry grades (AD5-AD8) with a view to developing Joint Action Plans. The first such Joint Action Plan was adopted on 28 March 2023 and the remaining Joint Action Plans are currently being finalised in advance of adoption.

If possible, I would like have access to Joint Action Plans on geographical balance Member States below 80% of the guiding rate in grades AD5-AD8 even if it is a redacted version of the document. If this is still not possible, I would like to have access to any previous version of such document.
