Study on the assessment of the regulation EC 2201/2003 (Brussels IIa) and the policy option for its amendments (2013)
Dear Justice and Consumers,
Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:
There was a study in 2013 called:
"STUDY ON THE ASSESSMENT OF THE REGULATION (EC) NO. 2201/2003 AND THE POLICY OPTIONS FOR ITS AMENDMENT"
Therefore I would like to know, all documents, correspondence, related to:
(1) the reason to contract the study, and who finally made the decision
(2) the budgetline of the study,
(3) the tender documents of this study (including the user requirements)
(4) the evaluation of the tender
(5) the work that was delivered
(6) who (what person/organisation within the EU commission) guided the 'consultants' during the work
(7) who was the project manager at the vendor ? What was the qualification ?
(8) who has approved the delivered work
(9) where has the delivered work been used
(10) the expenses of the study
(11) who has made the study

reference numbers.
Your application is currently being handled. However, we will not be in a
position to complete the handling of your application within the time
limit of 15 working days, which expires on 16/09/2015.
An extended time limit is needed as in order to retrieve the documents
requested, large files have to be examined.
Therefore, we have to extend the time limit with 15 working days in
accordance with Article 7(3) of Regulation (EC) No 1049/2001 regarding
public access to documents. The new time limit expires on 7/10/2015.

Dear Justice and Consumers,
on 25th August 2015 i made an FOI request.
This was the reply:
"Your application is currently being handled. However, we will not be in a position to complete the handling of your application within the time limit of 15 working days, which expires on 16/09/2015.
An extended time limit is needed as in order to retrieve the documents requested, large files have to be examined.
Therefore, we have to extend the time limit with 15 working days in
accordance with Article 7(3) of Regulation (EC) No 1049/2001 regarding public access to documents. The new time limit expires on 7/10/2015."
The already extended time limit has passed. Today we have 11th October 2015. The request should have been answered latest on 16th September 2015. This was unilaterally extended from your side to 7th October 2015 which has also passed without answering the Freedom of Information request.
