Thank you for your e-mail dated 3/8/2015, requesting access to documents
under Regulation No 1049/2001 regarding public access to European
Parliament, Council and Commission documents.

 

There are no documents which meet the criteria you have provided.

 

The Commission consults annually on the policy for proposing fishing
opportunities, referred to as the Policy Statement. This sets out the
rationale for the fishing opportunities proposal; while the proposal is
based primarily on ICES scientific advice there are a number of notable
exceptions, for example, application of current management plans and a
number of stocks, for which the TAC is frozen.

Any comparison undertaken on the outcome of the December Council by the
Commission uses the Commission's proposal as the baseline; therefore no
comparison of scientific advice to outcome is routinely undertaken.

It is most regrettable that this basic performance indicator is no longer provided as an element of the review of fishing opportunities for the following year. It is a fundamental indicator of the relevance of science to decision taking. It would appear that the Commission is anxious to distance itself from the charade of regulating the industry according to scientific advice.
