Article 14 of the Interinstitutional Agreement of 20 May 2021 between the European Parliament, the Council of the European Union and the European Commission on a mandatory transparency register says: "The signatory institutions shall assess the implementation of measures taken pursuant to Article 5 by 2 July 2022, and regularly thereafter, with a view, where appropriate, to making recommendations on the improvement and reinforcement of such measures."

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I am requesting documents which contain the following information:

- All documents related to the internal assessment of the implementation of Article 5 measures, and any recommendations

Dear Madam, Sir,

I refer to my access to documents request registered on 4 July 2022 under reference number 2022-0857.

In my application, I specifically stated: "Please note I prefer to receive the documents in digital format, not by physical mail." It should go without saying, but digital communication is more environmentally-friendly than printing paper and sending them with trucks.

The European Parliament has also communicated with me digitally on my request on 4 July (to acknowledge receipt) and on 26 July (to extend the time limit). In response to previous requests, the Parliament has also showed that it is capable of sending documents via the Internet.

Yet today I receive a message from DHL Express to inform me that a letter from the European Parliament has been sent to me (but that I was not present to receive it).

Why has the European Parliament not adhered to my request to provide the reply and/or the documents in digital format?
