Dear Europol,

I would like to use this opportunity to show warm regards and asking you regarding the following.

On December 14th 2016, Ukraine and Europol signed an Agreement on Operational and Strategic Cooperation.

All information requested is of great public importance and is a subject for widespread public concern, and numerous publications in the media.

According to Article 19 of the Universal Declaration of Human Rights adopted and approved by the United Nations General Assembly Resolution 217A on December 10th 1948 and the European Convention on Human Rights on November 10th 1950 everyone has the right to receive and impart information and ideas without interference by public authority regardless of frontiers.

Under the right of access to documents in the EU treaties, as developed in Regulation 1049/2001, I kindly request you to provide the following statistical information:

(1) The number of requests for police cooperation received by Europol from the Ukrainian law enforcement authorities for the following years 2014, 2015, 2016, 2017, 2018, 2019, 2020.

(2) The number of requests for police cooperation received by Europol from the Russian law enforcement authorities for the following years 2014, 2015, 2016, 2017, 2018, 2019, 2020.

(3) The number of requests rejected due to their political motivation received by Europol from the Ukrainian law enforcement authorities for the following years 2014, 2015, 2016, 2017, 2018, 2019, 2020.

(4) The number of requests rejected due to their political motivation received by Europol from the Russian law enforcement authorities for the following years 2014, 2015, 2016, 2017, 2018, 2019, 2020.

(5) The number of rejected cases due to their predominantly political character in the years between 2014 - 2020 and to provide us with scan-copies of the decisions about such rejections.

I kindly request you to provide the above statistical information, as we are currently conducting research on the issues of politically motivated cases and how Europol declines such requests.

Yours faithfully,

Dear Mr. Bogatyr,

Thank you for interest in our organisation.

We understand that rather than access to specific documents you are seeking information for the purposes of your work. Please, note that this form is only provided by Europol for requests for public access to documents and that the applicable legislation on public access grants the right of access to existing documents held by Europol in accordance with the enclosed Management Board rules. Europol is not supposed to compile information and create new documents for that purpose.

Please be informed that you will find all documents currently available to the public on Europol’s website under the Public Register section, (https://www.europol.europa.eu/latest_pub... ). You will also find a search function tool on the top right of the webpage, where you can insert the keywords for your research.

Consequently we will not process your application as a public access request and will transfer it to Europol’s Corporate Communications Unit for further handling, as appropriate.

Best regards
