Dear Mr Constantinescu,
I get back to you as agreed regarding the upcoming Hydrogen Energy Network (HyENet) meeting
next May.
As mentioned, we would be very much interested in presenting our hydrogen cross border project
MosaHYc, which went through several developments recently.
Also, the current political and legislative agenda seems timely for this intervention, I’m thinking
notably about the current TEN‐E discussions and reflections on the upcoming Hydrogen and Gas
markets Decarbonization Package.
In this regard, MosaHyc gathers several relevant components that could help feed into the current
discussions/ reflections on the creation of a hydrogen market and the role of infrastructure in this
regard :

It is a cross border project (France, Germany, Luxembourg) and fits in the new hydrogen
category proposed by the European Commission under the TEN‐E regulation.
‐
MosaHYc, which aims at repurposing gas network to accommodate pure hydrogen, is part of
a bigger hydrogen ecosystem that is taking shape in the Greater Region (Luxembourg,
France, Germany, Belgium). In this respect, two weeks ago, a regional initiative “Grande
Region Hydrogen” was launched. This initiative is meant to serve as a platform for
exchanges gathering all stakeholders of the hydrogen value chain: producers, transporters,
consumers. MosaHYc will play a central role in this emerging hydrogen ecosystem making
the link between hydrogen production (several ongoing projects: Emil’hy, HydroHub‐
Fenne…) and consumption (industry, notably steel production at Dillinger and mobility in
Carling, Perl et Sarrebrücke).

MosaHYc is the first project of the kind in France, a sort of “laboratory” which will enable to
finetune the understanding on regulatory, contractual and technical provisions needed for
the operation and maintenance of a hydrogen network supplying several types of
customers.
Regarding the topic of infrastructure, the European Hydrogen Backbone (EHB) presented yesterday
its vision for an enlarged hydrogen network : it gathers now TSOs from 21 Member States and it
foresees 39 700 km of network by 2040.
Also, from the last week’s high level conference on hydrogen organized by the Portuguese
Presidency, we understand that a converging will emerges for an integrated approach (production
and transportation) in building the future hydrogen market.
Against this background, we think that MosaHYc project and the “Grande Region Hydrogen”
initiative could provide food for thought for discussion within the Hydrogen Energy Network.
