Subject: Response to the request sent via email (ENISA-IN-2021-4773) with regard to BlueOLEx 2021 material 
and documentation. 

Dear Mr. Soesanto, 
In relation to your request enquiring for: 
 
“(1) Documents and presentation slides that outline/or explain the Blue OLEx 2021 table-top scenario, 
including: the descriptions of roles, responsibilities, infrastructure, incidents, and timeline. 
(2) All the scenario injects, including: intelligence briefs, background information, action parameters, 
and any other information that was disseminated to individual participants to drive the scenario. 
(3)  Documents  that  outline  and/or  describe  the  role  of  the  high-level  actors  within  the  Standard 
Operating Procedures (SOP) of EU CyCLONe.” 
 
ENISA has informed you on November 9th 2021 that: 
1.  the under (3) requested documents are not yet finalised; 
2.  the documents requested under (1) and (2)  are in the remit of CYCLONe Group; thus “third-
party” documents according to Article 4(4) of Regulation (EC) 1049/2001; 
3.  and the Agency will consult the Group.  
 
Against this background, the Agency consulted the CyCLONe group through its Chair.  
Following that consultation, ENISA regrets to inform you that the requested BlueOlex related material, 
due to the sensitive information contained and in line with Articles 4(1)(a) and 4(2) of Regulation (EC) 
1049/2001, cannot be shared with external parties. 
 
Please note that, in accordance with Article 7(2) of Regulation (EC) No 1049/2001, you are entitled to 
make  a  Confirmatory  Application  requesting  ENISA  to  reconsider  its  position.  Such  a  confirmatory 
application should be lodged within 15 working days of receipt of this reply by return to this email.
