1. Summary of results
This was the second meeting of the Frontex-Morocco Comité Mixte. The Committee is co-chaired
The initiative was agreed by the chairs on the occasion of
visit in Rabat in June 2019.
The purpose of this platform is to regularly bring together senior managers of Frontex and Morocco in order to share
knowledge and discuss technical matters of relevance to border management with a view to continue fostering a
trusted and transparent partnership.
The second meeting was scheduled to take place in Rabat, however, a virtual meeting was requested by Morocco due
to the current travel restrictions in the country. The agenda was developed jointly to review and discuss the outcomes
of the bilateral cooperation in 2020 and other operational developments.

NB: If travel restrictions are lifted and the sanitary situation allows it. Priority will be given to a physical
implementation of all activities.
On account of the disruptions caused by the novel COVID-19, several activities from the 2020 roadmap were not
implemented. Frontex and Morocco agreed that this postponement was due to force majeure and both sides expressed
their commitment to the full implementation of these activities, subject to developments related to COVID-19.

expressed the agency’s appreciation of Morocco as a strategic and privileged partner in
the field of the fight against irregular migration and cross border crime. He also applauded the bilateral relationship
with Morocco and coined it as a model for regional cooperation. He also gave a short overview of the developments
of the Standings Corps and the implementation of the new mandate, which will allow for more cooperation
opportunities with Morocco.

In addition, Frontex invited Morocco to participate in other regional activities and multilateral fora, particularly the
activities of the EU4BorderSecurity project such as the Euro-Arab Border Security Conference, the Webinar on Health
Security at the Borders, and the Webinar on Children Trafficking. Frontex also expressed its interest to work closely
with Morocco on issues of document fraud.

Border Crime; Assisted Voluntary Return and Reintegration of
Migrants)
The agency
also offered its support to Morocco on coast guard functions activities by sharing best practices on Multipurpose
Maritime Operations (together with EMSA & EFCA).
Frontex will also
share a translation of the VEGA handbook.
5. Thematic Discussion 3: Technical Response and Innovation
(Maritime Surveillance and Technologies at Borders)
Frontex will engage Morocco as a privileged partner in all possible related activities developed jointly with Member
States and other international partners.

it was proposed to combine all these activities together in a tailored programme encompassing all elements
to ensure maximum benefit connecting all different elements in this domain.
